Webster County Commission Adopts Six-Month Temporary Moratorium

The Webster County Commission has approved a temporary six-month moratorium on certain types of development in unincorporated parts of the county while officials study their potential impacts.

The pause applies to future proposals involving data centers, solar energy systems, wind energy conversion systems, and battery energy storage facilities.

County leaders stressed that the move is not intended to stop projects already under construction, including the data center being built near Rifle Range Road. In its statement, the commission said it does not plan to use the moratorium to halt that project and acknowledged its legal authority over developments already underway is limited.

Instead, commissioners said the temporary pause will give the county time to gather information, seek legal guidance, and hear from residents as they explore what options may be available in a county that does not have countywide planning and zoning.

Officials said they want to balance private property rights with concerns raised by residents about issues such as emergency response, infrastructure, noise, water use, and public safety.

"This temporary moratorium is not intended to expand government authority or prejudge any particular project," the commission said. "It is simply a measured step to ensure we have the information needed to act wisely, fairly, and with the least intrusion necessary."

The commission emphasized that no long-term regulations have been adopted. Residents and property owners are encouraged to attend county commission meetings and take part in the public process as discussions continue.
