Bobby Kastning, 65, was brought in on a Webster County warrant for three counts of statutory sodomy and one count of second-degree child molestation.

Brian D. Pearce, 48, was brought in on a Douglas County warrant for possession of a controlled substance.

Joshua U. Hoover, 26, was placed on 24-hour hold for unlawful use of a weapon, first-degree assault, and armed criminal action.

State v. Zachary O. Hudson. For Oct. 9, 2018, charge of first-degree stalking (first offense), suspended imposition of sentence in favor of five years supervised probation; must pay $150 to the Law Enforcement Restitution Fund and avoid contact with victim.

State v. Brian Matlock. Probation denied for March 4, 2019, sentences for Feb. 15, 2015, incidents of second-degree statutory rape and second-degree statutory sodomy following unsuccessful completion of sex offender program individual counseling. Sentenced to seven years for each charge, to be served concurrently.

State v. Larry Pinion. Defendant admits violation condition of probation (drugs). Probation revoked for Sept. 18, 2017, sentence for March 27, 2017, incident of third-degree assault. Sentenced to four years in Department of Corrections.

State v. Darren L. Robb. Defendant found to have violated terms of probation (residency, reporting/directives). Probation revoked for Sept. 6, 2016, sentence for June 10, 2016, charge of second-degree burglary. Sentenced to five years in Department of Corrections with credit for time served.

Webster County Commission

The following minutes were reported by the Webster County Clerk on behalf of the Webster County Board of Commissioners.

May 20

Present were Paul Ipock, presiding commissioner; Randy Owens (Southern District) and Dale Fraker (Northern District), associate commissioners. The following proceedings were entered:

Dale Hartwell, maintenance supervisor, gave an update.

Todd Hungerford, treasurer, presented invoices from officeholder side funds for Commission review. He also presented a report of sales tax revenues received during the first five months of the calendar year.

Chris Young, representing Murphy Tractor, informed the Commission of an error regarding the return of leased John Deere graders. Certain required repairs were not noted during the initial inspection; however, those repairs will be necessary for the county to meet its contractual obligations. Mike Sturdefant, road supervisor, and Dorisel Bennett, Fordland crew chief, were also present.

Mike Sturdefant and Dorisel Bennett remained to review applications for employment with the Road Department. Upon their recommendation, Fraker moved to make conditional offers of employment to Tom Rhoten (operator) and Ted Russell (seasonal). Owens seconded. The vote in favor was unanimous; motion carried.

Bids were opened for truck tires and tire repairs. Present was Kevin Williams, representing Purcell Tire and Service Center.   Two bids were received: Crawford Tire, LLC, and Purcell. A third vendor was not timely.

Owens moved to go with Purcell on purchase, as it was the only timely bid that met specification (cut- and chip-resistant tire), and with Crawford on tire repairs due to proximity. Fraker seconded. The vote in favor was unanimous; motion carried

The Commission reviewed a list of roads recommended for re-paving in 2019. The total estimated cost of roads on the list exceeded $1,750,000. The amount budgeted is currently $700,000. Each associate commissioner will prioritize the list of roads in their district.

Shelly Clift, deputy county clerk, presented invoices under Commission supervision. Said invoices were reviewed and approved.
